Action panel on Submission form: Includes 2 buttons: the save as draft and submit buttons which allow users to save the form contents as draft or submit the requests.

Action panel on Task forms: Depends on the settings of the related Assignment Task node on the workflow designer, the action panel will show the Approve/Reject buttons when the assignment task node is set as approval task, or show the Complete button when the assignment task node is set as complete task.
